I want to include everyone in this since it will be affecting everyone who is interested in it. What should the rules be for materia?

Personally I don't think Manipulate Materia should be allowed at all because that would imply godmodding and powerplaying. That said I believe a good bit of Materia would be similar to spells or jutsu in any other anime based rp. You can have them if they are a suitable level that you wouldn't have to destroy the world to get them based on your level. W Item Materia,and some of the higher summons, well maybe only for bigger, higher people. On the other hand I doubt it would be difficult to come across Fire and Lightning Materia.
